2 cups Powdered whole milk

1 cup White sugar

2 cups All-purpose flour

1 cup Butter, cubed evenly

  1. In a large stainless steel bowl, mix together the powdered milk and sugar. Set a wire mesh strainer on top and set aside.
  2. Heat a thick-bottomed skillet on medium heat. Spread the flour and toast until golden brown. Make sure to whisk every few minutes to prevent burning. Once done, carefully pour into the colander on top of the milk and sugar mixture. Sift toasted flour through and discard the hard lumps.
  3. In the same pan, melt cubed butter on medium heat, whisking frequently. Cook until the butter foams up, then subsides. Watch carefully and remove from heat as soon as the liquid turns golden brown.
  4. Gently pour in the flour, milk, and sugar mixture into the pan and stir around to coat evenly. Transfer back into the bowl and let cool. Scoop into individual bowls and serve.
